Everyone introduced themselves. New members welcomed to HANS included Stephen Warne from ALSO Out Youth and Andrew Reese from Sarasota Health and Rehab Center. 10: 10 AM meeting startedII.Minutes for June MeetingMinutes of the HANS meeting in June were sent via e-mail to all members prior to the meeting. One correction was noted in the minutes, instead of Bill Carter being recognized for his leadership with RHAC, it should be Bill Little. Dr. Merritt moved for the minutes to be approved, seconded by Pat. All voting members approved with corrections noted, they will be posted on the HANS website. Minutes approved with corrections notedIII.Update HANS Website Report  Joan stated in the month of June there were 213 visits to the site and in July 219 visits. Each day an average of 7.1 contacts visit the site. Members were reminded to notify Joan of any upcoming events agencies may have for the web site calendar. Update next meetingIV.Update Prevention/ Education Committee (PEC)Pat stated the Prevention Committee did not meet since the last meeting. She said Sue has not been present due to her husband being very ill. Pat stated Planned Parenthood (PP) gave two presentations to local high schools this summer as part of the Nutrition/Fitness Program to speak on Sexuality and AIDS. Update PEC at next meetingV.Update Patient Care Committee (PCC)John stated he did not attend the last PCC in July. Gail gave an update as to the new eligibility rules to streamline the process as to AIDS assistance programs (ADAP, Insurance Continuation, Ryan White II, and HOPWA) with DOH. It has created an issue for the Case Managers and will be discussed at an upcoming state meeting in Orlando. Update next meetingVI.Update Regional HIV/AIDS Council (RHAC) Committee Jim gave an update of the RHAC meeting in July. Patient Care Committee is chaired by Sharon Murphy from McGregor Clinic and she may be reached at (239) 334-9555. There is no one from Sarasota County serving on this committee currently. The Case Manager (CM) Committee is to Chaired this year by the CM from Hendry County. The Prevention Committee will be meeting soon to develop a Prevention Plan for our Area 8 and they are looking for representatives to assist them. Gail stated HANS is very important part of this plan for Area 8 and encourages members to participate. He said we should be proud of all we are doing in Sarasota County as to the HANS members in the area of HIV Prevention and Education. He said we still need to increase our HANS membership with PLWHA. He stated the issue of wait time for Mental Health Services with Ryan White, transportation and indigent care services are being addressed. Jim said the quilt panels are due September 19th at the RHAC meeting. He will be discussing what is being done locally with Carol Hart for our panels. A suggestion came from RHAC for each area to increase HIV testing in their counties. Next update in two monthsVII.HOPWA Jim stated discussion took place as to the HOPWA funding in Sarasota County running low at the Health Planning Council of Southwest Florida (HPC) and RHAC. HPC has offered to assist when funds are depleted in Sarasota County for HOPWA services/dollars. Gail stated the HPC agreed to assist only if the City of Sarasota HOPWA agrees to follow DOH criteria as to the division of funding and they have. . It was agreed to and our local City of Sarasota HOPWA dollars will be re-divided as to dollars for case management (28% of budget not 38%) versus housing and utilities from 60 days to 138 days of services. In the new funding cycle beginning in October the housing and utilities will go to 147 days the same as HPC/RHAC. Gail offered to assist Sarasota County from current HUD/City of Sarasota to go back to State with HPC/RHAC funding. Manatee would work with Polk County as to HPC dollars if the decision was made. Next update next meeting VIIINational HIV Testing DayJoan stated the National HIV testing events went very well with over 150 people being tested. Radio and television coverage were obtained and John spoke with SNN and Talk Radio 1220. The HANS website has the CNN coverage for viewing. Joan thanked all the HANS members who participated and the volunteer Gatekeepers. Next meeting an updateIXWorld AIDS Day (WAD) Committee Update Michael stated the WAD committee has not meet since June 20th. He said he could not release any information to HANS till he spoke to the WAD committee members on Wednesdays next meeting (8/8/07). He did say two walk through events took place in July at Ringling College with agencies who wish to participate in the Health Fair. Nan is Chair of the Health Fair and if any member agency wishes to participate in the Health Fair, please contact Nan. Ringling College will host the Health Fair in the Exhibit Hall, food and entertainment will be located outside on the grassy area, the National Institute of Health is sending the Childrens Art exhibit entitled Living in a World with AIDS. The United Nations will be sending letters entitled Letters to the World from children who write on AIDS. Commissioner Adkins will kick off the event with a panel discussion on Black Almanac that was taped on 8/2 but no date for airing yet. Michael will let HANS know the airing date when it is determined. The panel members included Commissioner Adkins, Pastor Greenidge, and Dr. Vaga.Update next meeting XI.Silence is Death (SID)Dr. Merritt presented a copy of the article that she wrote for TEMPO NEWS on the SID. She gave an update on the Gatekeeper project stating that over 22 volunteers have been recruited. She said local churches have committed to becoming involved as well. She said the volunteers at Jetson Barbershop two days a week. Over 1,000 contacts have been made per the volunteers in talking with family, friends, community and church. She said this is a powerful project to be connecting at a local level with the residents who live there. She said they are looking at other funding options to continue this project. She indicated the incentives are running low for the volunteers. Jim said the volunteers are grandmothers and it is dangerous were they are going in Manatee County with gangs. They are making in roads in the community were others have not been able to go in the past. Scott offered to provide statistical data for the next issue of TEMPO NEWS if anyone wanted it. A sign-up sheet was passed around for signing up to write an article for a month for the TEMPO NEWS. List of agencies signed to date: June-Jim McCloud; July-Dr. Merritt; August-Dr. Merritt; September-John Acevedo; October-Andrew Reese; November-April Glasco; and January-Dr. Merritt. Jim stated the way to contact TEMPO NEWS at 359-1065 and asking for Johnny Hunter, Jr. or e-mail him at TEMPONEWS@comcast and refer to HIV/AIDS Network of Sarasota (HANS) Reports as to the article. You may e-mail him your article when ready. The paper comes out every Friday so send in early. HANS is only permitted one agency article per month. A list was passed around to sign up for writing an article on your agency. There are currently 11 active HANS member agencies and each agency will be given a month before anyone agency will be permitted a second article. Update next meeting XII.Review of By-Laws Jim stated he and Sue Tharp meet to review the By-Laws. He brought a copy of proposed changes. The goal is to make the By-Laws more participatory with HANSs members. It clarifies the roles of voting and non-voting members per agency representation. At the next HANS meeting Jim will bring a copy of the revisions typed into the By-Laws document to allow easier discussion with members for review and voting. Discussion took place as to adding another subcommittee to the list. It was suggested the Prevention Committee include the National HIV testing days and World AIDS Day. It is being asked that every agency of HANS sign up to be a part of at least one subcommittee of HANS (Prevention or Patient Care). Discussion at the next HANS meeting New Business XIII.Statistics of HIV/AIDS in Sarasota County Scott provided an update of the resent statistics on HIV/AIDS in our county. He distributed several handouts as to our counties HIV/AIDS testing data and mapping of where Persons Living with HIV/AIDS (PLWHA) reside in our county. Our HIV testing numbers have gone up each year since 2003 (test done 4,678 with 1,441 as anonymous), last year 2006 (5,550 tests done with 247 as anonymous). In 2003 HIV testing resulted in 50 HIV positives being found as compared to 47 HIV positives in 2006 with a total of 69 new HIV positives from all reported (positive testing rate of 0.85% with 14 HIV positives found per Community Based Organizations (CBO) and 13 from County Health Department (CHD) field). Local CBO testing has gone from 94 HIV tests done in 2003 to 1,551 HIV tests in 2006; CHD field testing has gone from 188 in 2003 to 378 in 2006. Discussion took place as to HIV testing in the local jail. Scott said he would discuss with Christine Griffith if our local CHD staff could work with CAN to conduct Rapid Ora Quick testing in the jails since many are released from jail before results are provided due to lag time for results to come back (2-3 weeks). Our counties highest risk factors for HIV positives in 2006 were identified as MSM (5.88%) and MSM/IDU (6.17%). Everyone thanked Scott for bringing this data to HANS. He offered to make similar reports in the future and if anyone wants other reports to just ask Joan. XIV.National Latino HIV Testing Day, October 15, 2007Joan stated the National Latino HIV Testing Day will be on October 15, 2007. She stated she will be sending out registration forms soon and asked all agencies to please respond promptly with their HIV testing dates so the Press Releases and posters can be developed and set out. John encouraged collaborations with local agencies as to the HIV testing event. Alberto Santana in Miami is the Latino Coordinator for the state and may be contacted for additional information in Spanish literature as to HIV/AIDS.
